Reminds me of the old Rhinoceros Party (https://en.wikipedia.org/wiki/Rhinoceros_Party_of_Canada_%281963%E2%80%931993%29), which for a while included in their election platform a plan to switch over from driving on the right to the left side of the road. Because switching all at once would be too disruptive, the change was to be phased in over several years, with different vehicle classes moving over each year.
